The child care benefit shall be paid to one of the child’s parents, a guardian, or another person who, in accordance with a decision of the court of guardianship, actually cares for and raises the child, until the child reaches the age of one and a half years.

If the benefit is paid in respect of twins or multiple children born in the same childbirth, a supplement shall be granted for each additional child in addition to the child care benefit.

For children born on or before 2 November 2026 (inclusive), the child care benefit shall be granted until the child reaches the age of two years.

Process description

  1. Service requests
    The allowance must be claimed within 6 months of the date of the entitlement. When applying for the benefit at a later date, it shall only be granted for the previous 6 months before the date of application for the benefit.

    In order to claim the benefit, a specific form of application addressed to the SAA must be completed.
    May submit a submission:
    • on the www.latvija.lv portal;
    • on-site (if requested for service, a personal identification document (passport or ID card) must be produced);
    • electronically (the application must be signed with a secure electronic signature containing the time stamp);
    • by post;
    • through the competent foreign authority.
    An application may be submitted in person to any VSAA customer service centre or to the unified customer service centres of the State and local governments.

    The submission shall indicate the preferred method of receiving the decision.

  2. Receipt of services

    If the official electronic address account (hereinafter the e-address) is activated, the decision will be sent by the SSIA to the e-address regardless of how the application is submitted.

    If the e-address is not enabled and:

    • completed for e-submission on portal Latvija.gov.lv, the decision will be available for viewing on portal Latvija.gov.lv in the “SSIA information and services” e-service under the “logged-in services” section;

    • the application has been submitted to the SSIA in person, electronically (signed with a secure electronic signature) or sent by post - the decision may be received according to the type of receipt of the decision indicated in the application: on the portal, Latvija.gov.lv, face-to-face, or by post.

    At the choice of the recipient, the SSIA shall transfer the service to the account of the Latvian credit institution or postal payment system.

The benefit may be received by a person who is caring for a child up to the age of one and a half years and who:

  • both the person and the child permanently reside in Latvia (Latvian citizens, non-citizens, foreigners, and stateless persons);
  • both the person and the child have been assigned a personal identity number;
  • the status of both the person and the child in the Population Register is active.

The child care benefit shall be granted to:

  • one of the parents;
  • a guardian or an adoptive parent;
  • a person who actually raises the child, including a foster family.

The benefit shall not be granted to a person who has been issued a temporary residence permit in Latvia.

For children born:

  • on or after 3 November 2026, the child care benefit shall be granted until the child reaches the age of one and a half years;
  • on or before 2 November 2026 (inclusive), the child care benefit shall be granted until the child reaches the age of two years.

Both employed parents (employees or self-employed persons) and unemployed parents are entitled to receive the child care benefit. Employment status neither restricts nor creates entitlement to the child care benefit, and the benefit may be received regardless of whether the person is employed or not.

As of 1 January 2026, the amount of the child care benefit payable until the child reaches the age of one and a half years shall be determined at 35% of the minimum income median published by the Central Statistical Bureau.

As of 1 January 2026, the amount of the benefit shall be:

  • for a person caring for a child up to the age of one and a half years - 298 euro per month;
  • for a person caring for a child from one and a half years up to two years of age – 42,69 euro per month (provided that the child was born on or before 2 November 2026, inclusive).

Where twins or triplets are born in a family, an additional supplement shall be granted, in addition to the basic amount of the child care benefit, for the care of each subsequent child:

  • for each additional child cared for up to the age of one and a half years – 298 euro per month;
  • for each additional child cared for from one and a half years up to two years of age – 42,69 euro per month (provided that the child was born on or before 2 November 2026, inclusive).

The amount of the child care benefit shall be reviewed every second year on 1 January (the next review shall take place in 2028).

Where the benefit was granted by 31 December 2025 and its payment continues in 2026, the amount of the benefit shall be recalculated and paid at the new rate as of 1 January 2026.

Until 31 December 2025, the amount of the child care benefit shall be:

  • for a person caring for a child up to the age of one and a half years - 171 euro per month;
  • for a person caring for a child from one and a half years up to two years of age – 42,69 euro per month.

The amount of the supplement for the care of each additional child shall be:

  • for a person caring for twins or multiple children born in the same childbirth up to the age of one and a half years – 171 euro per month;
  • for a person caring for twins or multiple children born in the same childbirth from one and a half years up to two years of age – 42,69 euro per month.

The child care benefit shall be granted as follows:

  • if the parent is not a socially insured person (not employed), the benefit shall be granted from the child’s date of birth, provided that, in connection with the birth and care of the same child, a maternity benefit, parental benefit or child care benefit has not been granted to the other parent for the same period;
  • if the parent is a socially insured person (employed), both the parental benefit and the child care benefit may be granted simultaneously for the care of the same child. Both benefits may be received at the same time, provided that a maternity benefit has not been granted for the same period in connection with the birth of that child.

The parental benefit and the child care benefit for the care of the same child and for the same period shall be granted to one person only. Therefore, the parents must agree which parent will receive the child care-related benefits, as both benefits are granted simultaneously to one parent (one person).

The benefit shall be paid for the preceding month (for example, in May for April).

Payment of the benefit shall be suspended:

  • for the period during which the benefit recipient or the child in respect of whom the benefit has been granted is deprived of liberty or placed in a long-term social care and social rehabilitation institution, and the costs of such stay are fully or partially covered by the State;
  • if the benefit recipient or the child in respect of whom the benefit has been granted leaves the Republic of Latvia for permanent residence abroad.

The benefit may be paid:

  • by transfer to the benefit recipient’s account with a credit institution or postal settlement system in the Republic of Latvia;
  • if the benefit is granted in accordance with an international social security agreement concluded by Latvia or pursuant to EU Regulations, and the benefit recipient’s place of residence is in an EU/EEA Member State or a contracting state, the benefit may be transferred to an account with a credit institution in the relevant foreign state.
